Steam cleans by heat and pressure rather than chemistry. Vapor at high temperature dissolves grime, kills bacteria on contact, and reaches into gaps a cloth cannot — the seam where the shifter meets the console, the slots in an air vent, the ridges of a cup holder, the gap between the seat and the center tunnel. It does it using very little water, which is exactly what you want inside a vehicle.
